How Annuity Payments Are Affected by Annual COLA Adjustments

Compare Social Security, federal, and private annuity COLAs to protect buying power in 2026.

Annual COLA (cost-of-living adjustment) increases raise annuity payments to help preserve buying power. The amount, timing, and eligibility depend on the annuity type and its inflation rule.

Social Security, federal pensions, and private annuities handle COLAs differently. Some adjust automatically with prices. Others pay a fixed yearly bump chosen at purchase.

How Does Social Security Set the Yearly Bump?

The Social Security Administration reports in its 2026 COLA fact sheet that benefits and SSI for about 75 million Americans rose 2.8% in 2026. The increase reflects the CPI-W rise from the third quarter of 2024 to the third quarter of 2025. It was payable in January 2026, with SSI paid in December 2025.

The agency compares the average CPI-W for the third quarter with the average from the last COLA year. If the index shows no increase, no COLA is paid. The payment does not catch up later for a flat year.

Why Did Federal Pensions Pay Different Rates?

The U.S. Office of Personnel Management states in its COLA FAQ that CSRS annuitants received the full 2.8% increase for 2026. Eligible FERS annuitants received 2.0%. Both were effective December 1, 2025 and reflected in January 2026 payments.

FEDweek describes the FERS diet formula behind the gap. CPI-W of 2% or less pays the full increase. CPI-W from 2% to 3% pays a flat 2%, while higher inflation pays CPI-W minus one point. Federal COLAs take effect December 1, appear the next month, are prorated under one year, and freeze rather than fall when prices drop.

Who Must Wait for a Federal COLA?

Most regular FERS retirees under age 62 receive no COLA until age 62. Exceptions include disability, survivor, and special-provision retirees, according to federal guidance summarized by GovExec.

The FERS annuity supplement never receives COLAs. Check eligibility before counting on an increase: A first-year retiree receives only a prorated share. The adjustment still takes effect December 1 and appears in January.

  • regular FERS retiree under 62: generally no COLA until 62
  • FERS disability, survivor, or special-provision retiree: generally eligible sooner
  • FERS supplement: never adjusted, even after 62

What Does a Private Annuity COLA Cost?

Fidelity Investments explains in its annuity education that a commercial immediate-annuity COLA rider lowers the starting monthly payment for the same premium. Payments then rise each year by a fixed rate, commonly 1% to 5% chosen at purchase. Early checks are smaller in exchange for larger later checks.

That fixed climb does not track actual inflation. An updated analysis in the fixed COLA review finds buying power still erodes when inflation exceeds the chosen rate. The same analysis shows the COLA annuity can pay less lifetime income than a level annuity.
