How Near-retirees on SSDI Should Prepare for 2027 Medicaid Changes

For SSDI holders near retirement, one folder with disability and Medicare proof can protect 2027 Medicaid coverage.

If you receive SSDI, Social Security Disability Insurance, near retirement age, keep disability and Medicare papers where you can find them fast. Keep your address current with Medicaid and answer each renewal on time. The Centers for Medicare & Medicaid Services says certain Medicaid adults must complete 80 hours a month of work or related activity CMS interim final rule fact sheet. According to Medicaid.gov, adults in the expansion group will have eligibility checked every six months starting with renewals on or after January 1, 2027 Medicaid renewal guidance.

Will the 80-hour rule apply to you?

The Centers for Medicare & Medicaid Services says the rule targets non-pregnant adults ages 19-64 in the Medicaid adult group. It also covers certain Section 1115 demonstrations and reaches 43 states plus the District of Columbia. It does not apply if you are entitled to or enrolled in Medicare. The requirement generally starts no later than January 1, 2027.

CMS also exempts people who are disabled or medically frail, pregnant or postpartum, and parents or caretakers of children under 14. It also exempts caretakers of people with disabilities, tribal members, and some short-term hardship cases. Pennsylvania's guide states adults receiving SSI or SSDI for disability are not in the expansion group. That guide also says Medicare Part A or B enrollees face no work rule.

What if you are waiting for Medicare?

KFF warns people with disabilities waiting for Medicare may struggle to prove medical frailty under the June 2026 interim rule KFF analysis of work requirements and disability. This includes SSDI applicants during the 24-month Medicare waiting period. That gap can bring loss of coverage even when the disability is clear.

If you are in that wait, keep clinic notes, hospital records, and award letters together. Ask your state Medicaid office what form proves disability or medical frailty before 2027. Do not assume SSDI alone will excuse you without that paper trail.

Why will renewals matter more in 2027?

A missed renewal can now end coverage faster than many retirees expect. Update your mailing address, phone, and online account after each move. Open every Medicaid letter at once and return forms by the stated date.

The National Health Care for the Homeless Council notes retroactive Medicaid shrinks to one to two months. That change leaves less room to fix a lapse after care. The same Council notes up to $35 copays for some expansion adults begin October 1, 2028.

What papers should you gather now?

Put one folder together now for renewals and any work-rule questions. Paper proof still decides many cases when systems do not match.

Keep copies where a spouse, child, or helper can find them. Bring the folder to clinic visits and enrollment help appointments.

  • current address proof and Medicaid notices with renewal dates
  • SSDI award letter and recent disability records
  • Medicare card or enrollment letter, if you have one

What changes at full retirement age?

According to the Social Security Administration, SSDI disability benefits convert to retirement benefits at full retirement age SSA disability guide. That age is 67 for people born in 1960 or later, with the payment amount unchanged.

For near-retirees, that shift does not remove the need to answer 2027 renewals. File your 2027 renewal dates next to your benefit letter today.
